The article researches the awareness of Youth Union officials about the contents, methods and difficulties in the people's mobilization work in Ho Chi Minh City. The results show that the Youth Union cadres are basically aware of the core content of the people's mobilization work, which is to propagate and mobilize young people to participate in building a cultural life, obeying the law and accompanying the development of the locality. In terms of methods, many officials have approached a variety of forms of popular mobilization such as through social networks, volunteer movements, forums, contests, etc., but are still confused in flexibly applying methods suitable to the characteristics of youth in each region. However, the people's mobilization still faces many difficulties, such as: cadres lack the skills to listen and approach specific groups of youth; interdisciplinary coordination is not close; a part of cadres are still doing formal people's mobilization, which has not created a long-term influence. The article proposes to strengthen skills training, innovate people's mobilization methods, apply technology and make people's mobilization effectiveness a criterion for evaluating Youth Union officials. The study emphasizes that raising awareness and capacity of the Youth Union is a key factor for the Youth Union to play a good role in the new context.
